What Google actually reviews

Reports are evaluated against the photo and video content policy, which covers things like irrelevant images, graphic or offensive content, and photos that misrepresent the business. A photo simply being unflattering or low-quality is not, on its own, grounds for removal; the fix there is uploading better photos yourself so they outrank the bad ones.
